Tawang Police yet to register case on May 2 killings

TAWANG, May 18: The Tawang Police is yet to officially record the death of two protestors who died at the hands of the police on May 2 in Tawang Police Station even though complaints against the indiscriminate killings were lodged the next day.
No one seems to know where the complaint letters have vanished.
The report filed by SI O. Ronrang, D. Padu and ASI N Monpa based on which Tawang police has registered a case (14/16 U/S 307/333/338/326/436/147/148/149/120(B) IPC R/W sec.3 PDPP Act) have not even acknowledged in their reports that two people died at the police station because of police firing.
Human right groups have been left appalled at the police inaction.
Despite the fact that govt has already given ex-gratia, and the matter publicized, both nationally and internationally, we are quite shocked to find out that the Tawang police station is yet to take legal cognizance of the indiscriminate police firing where two protestors were killed and several injured by filling an FIR against the responsible police personnel, said human rights activist Babloo Loitongbam.
When asked, SP Tawang, Tumme Amo said that cases will be registered only after the magisterial report by ADC Jang, Dr D Chutia and the one constituted by the state government headed by IAS officer Hage Khoda is tabled.
17-year-old Monk Nyima Wangdi from Tawang Monastery and 31-year old Tsering Tempa from Jangda village were killed by police bullets and at least ten others were injured at Tawang Police station when supporters of anti-dam activist Lama Lobsang Gyatso clashed with police demanding his release from the police custody.
One of the brothers of Late Tsering Tempa said that complaints against the killings were lodged with the police by the family members, Save Mon Region Federation as well as the Villagers.
Not surprisingly, the family members of the victims, several monks of Tawang Monastery and Save Mon Region Federation, spearheading the movement against hydro power projects says that they have no faith in police or the administration.
It is ironical that police and administration responsible for the death of two people are carrying out the investigation, says 35 year old monk Pema Gyatso. If the govt was serious, they would have constituted an independent enquiry committee, he says. Even after weeks, there seems to be no effort to deliver justice to the victims, he points out.
Lama Pem Tsering of Tawang Monastery who was the teacher of the 17-year-old dead Monk dismisses the magisterial inquiry reports by the district administration and state govt even before it is submitted. The police or the administration cannot be trusted to come out with an impartial investigation, he says while demanding an inquiry by the CBI.
Late Tempa’s brother also demanded an inquiry by the CBI. If the government is serious about delivering justice to the family of those who were killed by the police, they must ask the CBI to take over, he says.
Lama Lobsang Gyatso too insists on impartial CBI inquiry.
But for a CBI inquiry to happen, police has to register a case first.
Dolo asks East Siang DC, SP to deal sternly with drugs and alcohol addicts
ITANAGAR, May 18: Taking cognizance of a report on growing extortion and intimidation to business community at Oyan Circle, Deputy Chief Minister Kameng Dolo on Wednesday asked the East Siang Deputy Commissioner and Superintend of Police to deal sternly with drug and alcohol addicted youths.
Speaking to the DC and SP over the phone, Dolo said responsibilities would be fixed on them for any crime taking place in their jurisdictions. He also advised the duo to take the youths found guilty to task.
Expressing anguish over the police and local administration’s failure to control over the illegal activities, Dolo asked them to apply all means to contain forceful donations and extortions in the market while ensuring that there is no violation of human rights under any circumstances.
Dolo also expressed his surprise for not reporting such illegal activities to the state government by the local administrations while citing good works done by the former DC, East Kameng District, Sandeep Kumar Singh during his stay at Seppa.
Meanwhile, Deputy Commissioner Isha Khosla informed the Deputy Chief Minister, who also holds the Home Department that no formal complaints or reports have been lodged either by the traders or the villagers to the local administration.
On advice of Dolo, she assured to act swiftly on the issues of forceful donations, extortion and rampant selling of IMFL in order to ensure crime free district.
It is pertaining to mention here that this daily has highlighted the illegal and forceful collection of donations from the business community of Oyan area by some drugs and alcohol addicted youths.

Tirap manhandling case
KHONSA, May 18: DIG (East) Apur Bitin, who visited Khonsa on Wednesday in the aftermath of the alleged physical assault of a BJP leader by SP Jasmeet Singh, assured to take ‘stern’ action against the officer, if found guilty in the investigation.
After a patient hearing from the public and PRI leaders, action committee members, students’ organizations and women leaders, the DIG told them that there would be no levity and complete transparency and impartiality would be maintained during the investigation.
The DIG and Tirap Deputy Commissioner Ravi Jha appealed to the people not to take the law in their hands and cooperate in the investigation.
Earlier, the public leaders, members of action committee, PRI leaders women’s organizations and students’ leaders submitted memorandum to the DIG urging him to take strong action against the SP Singh.
They also demanded that the IO should be of not below the rank of an SP.
The members from different sections urged the DIG to book the SP under non-bailable sections for causing grievous injuries to Wangsu without any provocation.
Lankham Wangsu is now admitted in a city hospital in Dibrugarh with multiple injuries. They demanded that SP Singh who has been transferred from Khonsa should be suspended immediately.
The Action Committee has urged the DIG to initiate action to facilitate completion of the investigation process by May 20 failing which a peaceful and democratic movement would be launched including calling of 24-hour Tirap bandh. DIPRO
Meanwhile, BJP Tirap district unit dismissed the press statement given by SP Singh and termed it false and fabricated.
The SP’s version that he misunderstood Wangsu a member of banned outfit can not be digested, party’s district unit president Kamrang Tesia said in a press statement.
“Mere transfer of the SP will not fulfill people’s demand and mitigate their sentiment,” the party said, and demanded his immediate suspension and arrest.
AAPSU, ACR demands suspension of SP
ITANAGAR, May 18: All Arunachal Pradesh Students’ Union (AAPSU) has expressed shock over the reported physical assault on Lankham Wangsu by Tirap SP Jasmeet Singh without any provocation on Monday.
Condemning the inhumane act of the SP in its strongest term, AAPSU demanded immediate suspension of the SP saying that said that mere transfer of the SP would not serve the purpose. The apex students’ body of the State demanded an inquiry into the incident.
“We urge the ‘men in uniforms’ to be patient and more humane in their approach,” AAPSU president Kamta Lapung said.
AAPSU observed that UPSC administrative officers serving the state on deputation are not sincere in executing their duties.
These officers, who are basically not from AGMUT cadre, are often rude and non-cooperative with the local populace. There have been instances of rude behavior and verbal abuse by such officers.
AAPSU cautioned such officers not to harass the common citizens and be more polite and gentle in their approach.
The Arunachal Citizens Right (ACR) has also vehemently condemned the physical assault of Wangsu by the SP and urged the State Government to constitute a high level enquiry committee headed by not below the rank of Commissioner to unearth the truth and deliver justice to the victim.
ACR said that the concern SP should be suspended forthwith to enable for free and fair investigation.
Rejecting the clarification given by the SP, ACR said that the police official is attempting to dilute the facts and circumstances that led to the physical assault on a respectable citizen.
“Such arbitrary and immature act of a senior officer is nothing but a reflection of his inefficiency while performing public duty,” ACR said.
ACR appealed to the State Government to facilitate an intensive orientation to all IPS and IAS or any other central service officers, who do not have experience of serving in tribal and sensitive areas like Arunachal. The human rights organization also appealed to the people of Tirap district to maintain peace and seek justice for the victim through legal, democratic and peaceful means.
Governor asks NHPC to expedite projects
ITANAGAR, May 18: Governor of Arunachal Pradesh J P Rajkhowa advised the NHPC officials to take extra steps to expedite the project works and take the village elders, Gaon Burahs, Panchayati Raj functionaries and elected representatives into confidence.
The commissioning of projects must be absolutely according to schedule and there must be no cost or time overrun, governor said during a meeting with National Hydroelectric Power Corporation(NHPC), Itanagar, Executive Director Shyamal Mitra who called on him at Raj Bhavan, here on May 18.
The Governor said that till big projects are commissioned, small and medium size hydro project must be taken up to meet the power requirement and such small projects should be supported by the state Government.
The Governor emphasised that there must be a balance between development and the environment considerations. For overall and large interest of the State and Region,
the Govenror said the NHPC must ensure adequate compensation to the affected people, including the people in downstream by providing alternative livelihood, quality land, resettlement and other facilities as per norms and guidelines of Govt. of India. Agricultural fields, endangered species of flora and fauna, like Orchids and Black necked Cranes should be preserved as well.
The Governor, who has been stressing on Higher Education in the State, also asked the NHPC to expedite the process of setting up of the proposed Science and Technology Collage in Tawang District at the earliest under Corporate Social Responsibility.
Gobind Baidya, General Manager, NHPC, Tawang and K. Riram, Deputy Manager accompanied the Executive Direction in the meeting. Both Executive Director and General Manager, NHPC, Tawang briefed the Governor on the NHPC projects in the state and Tawang District.

Health Ministry calls for proper implementation of PCPNDT Act in state
ITANAGAR, May 18: Under Secretary PC&PNDT, Union Ministry of Health and Family Welfare Manoj Kr Jha said that the Pre-conception and Pre Natal Diagnostic Techniques (Prohibition of Sex Section) Act, 1999 is not being implemented effectively in Arunachal Pradesh,
Attending a review meeting of State Appropriate Authority, State Advisory Committee and stake holders with National Inspection and Monitoring Committee members at the State training hall, National Health Mission Office on Wednesday, Jha urged the appropriate Authority, the Advisory Committee to keep vigil to prevent misuse of techniques and violation of PCPNDT Act.
The committee should act tough and do unannounced visits to diagnostic centers, he said and added that the declining trend in child sex ratio is a serious issue.
Further, he stressed on registration of medical mobile unit, genetic laboratories and ultrasonic machine to be made mandatory.
Director, FW Dr M Lego urged all the DMOs to adhere to the Act and take all necessary steps to ensure registration of all ultrasound machines and clinics in their respective districts. He said that there must be strict monitoring of such clinics to prevent misuse of pre - natal diagnostic techniques, he said.
Mission Director (NHM) P.N Thungon said, “To improve the indicator and to bring sex ratio in Arunachal at par with national average level, one should take responsibility and information should be properly disseminated.

Mein to approach DoNER over non release of fund
ITANAGAR, May 18: Deputy Chief Minister Chowna Mein said that he would raise the issue of non release of subsequent installments of funds with DoNER Ministry.
Attending a review meeting of the Central Zone ‘A’ and ‘B’, PWD on Wednesday, Mein said that he would also take up the matter of retained projects under NLCPR with the ministry for consideration.
Mein was informed in the meeting about non release of subsequent fund installment despite submission of UCs and non-sanctioning of retained projects under NLCPR from DoNER Ministry in the last two years.
While reviewing the achievements of various schemes under SADA and SIDF for the year 2015-16, Mein gave emphasis on timely submission of UCs along with photographs. He called for timely completion of projects and creation of viable assets for the benefit of the end users.
Mein also discussed on organizational set up of PWD and said that the placing of officers would be streamlined.
Referring to the govt. decision to close engineering wings in non work departments, Mein asked the respective Chief Engineers to take back all the staffs, who were on deputation in those wings along with workloads.
Mein also noted that approved CSS projects under CRF are not being implemented in time. Though the projects are approved by MoRTH it is made mandatory to obtain finance concurrence of the State Govt. before floating of tender, which is causing delay in the process of scheme implementation, he said.
The meeting was attended by Chief Engineer, PWD, Central Zone-A Kuru Sera along with all the Superintending Engineers and Executive Engineers of these two PWD Zones.
Alleged exorbitant chopper fare invites inquiry

ITANAGAR, May 18: The lack of transparency in allotting tickets for helicopter passengers, be at Guwahati airport or Itanagar, has always been questioned by frequent flyers. It is alleged that the staff working at Guwahati airport mischievously deny the genuine passengers, even if they book tickets in advance, just to accommodate their acquainted businessmen or influential people.
Due to its’ vague booking system, there has often been verbal spat between agitated passengers and the staff at ticket counter. Sometimes, the issue regarding charging of higher chopper fare pops up but it dies a natural death without making a perceptible noise. This alleged culture had been surreptitiously going on, until four passengers blew the lid off the irregularities by writing a joint complaint letter to the Governor against SDFCSO cum ARC Guwahati Pranjit Sharma accusing him of illegally charging higher chopper fare (Rs 6000/) per passenger (whereas actual fare is Rs 3500 per head) on Feb 8th 2016.
Taking cognizance of the letter, the Governor's office on February 23, 2016 had directed the Secretary, Vigilance to conduct an inquiry into the matter and forward the action taken report to Raj Bhavan at the earliest. Surprisingly, it took more than two months in preparing a report on the matter. The Arunachal Times has learnt that Deputy Resident Commissioner, Guwahati, D J Borah had submitted its report to Directorate, Civil Aviation. however, when contacted DRC refused to divulge the content of his findings. But he hinted that report doesn’t implicate Sharma.
Unconfirmed report said that Governor JP Rajkhowa had sought an explanation from DRC and ARC Guwahati over allowing more passengers than allotted seats in a Naharlagun -bound helicopter recently. The report claimed Governor was infuriated when the ARC had allegedly allowed a businessman next to the seat of the governor thus undermining his security . It is said that strict instruction and standing order have been given to the Civil Aviation for restriction of number of passengers, especially when the Governor and Chief Minister are scheduled to fly.
When asked by this daily, ARC Pranjit Sharma denied the allegation of charging higher fares from the passengers. “It was a false allegation against me; I work honestly for Govt of Arunachal Pradesh” Sharma retorted. However, Sharma did not respond on Governor’s incident, instead he said that there is no such standing order and instruction for limiting the passengers when the Governor and Chief Minister are on board.
On the streamlining of booking system, Director Civil Aviation Repo Ronya informed, ‘first come first serve’ has been introduced to maintain the transparency in ticket booking system. “Out of 22 seats, we keep 8 seats reserved for VIPs and emergency cases and rest are for common passengers” Ronya added. Recently, Ronya had a meeting with officials deployed at airport and directed them to maintain transparency while issuing tickets. It is said a register is being maintained in order to reflect the timings in terms of booking. The department of Civil Aviation is also mulling to introduce online booking system in order to maintain more transparency.
Run for cleanliness at Pasighat

PASIGHAT, May 18: With a view to create awareness among the urban dwellers, the Sarvjanik Siang Aarti Mahotsav Committee of Pasighat organized a ‘mini Marathon Race’ and ‘plantation programme’ in Pasighat town this morning.
Flagging off the marathon race at Two mile on the National Highway, State Bharatiya Janata Party president Tapir Gao said that running habit is good for health while plantation help us maintain ecological balance. He appreciated the efforts of the organizers and suggested them to continue their social welfare programme.
Gao also urged the Pasighat urban body (PMC) to formulate strict rules and regulations for maintaining cleanliness in the township particularity the market places.
Around 100 people from all walks of life participated in the race which culminated at Gandhi Chowk.
The participants also planted 50 saplings of ‘Neem’ in and around the Pasighat market and pledged to keep the area clean and green.
The programme was followed by cleaning programme at Komolighat portion of Siang bank.
Supporting the programme, Pasighat Municipal Councilor (Ward-12), Kangge Moyong provided 12 T-shirts to the Siang Aarti volunteers while Pasighat unit of Vodafone Company gave them caps free of cost.
The Sarvjanik Siang Aarti Mahotsav Committee was constituted to conducts ‘Siang river festival’ at Pasighat.

House gutted in fire
YINGKIONG, May 18: The dwelling house of one Gegur Jiji was gutted in a fire at Gette village on Tuesday at around 11 am. Two adjacent houses were also partially damaged in the fire mishap.
Deputy Commissioner Remo Kamki provided Rs 7000 as an immediate relief to the victim. Rs. 3000 each was also given to the owners of the partially damaged houses.

Landslides in Anjaw disrupts road link
ITANAGAR, May 18: Road network within Anjaw district has been severely affected due to landslides at various places triggered by heavy rain.
According to information, road communication in between Hawai, Hayuliang and Tezu was disrupted following landslides at several locations. BRTF personnel were working day and night to clear the landslide.
Many portions of the roads near Kamba and Sup Nallas and Quibang were washed away.
The PWD is working hard to restore road communication between Hayuliang and Goiliang.
As per data collected from WRD, Anjaw, 73 mm of rain was recorded at Hawai on May 18.
NBWS demands SIT inquiry into delay in Nugong bridge construction
ITANAGAR, May 18: Nugong Banggo Welfare Society (NBWS) has demanded the state Govt for an inquiry by the Special Investigation Team (SIT) into the delay in construction of Nugong Bridge over Siang at Sanggam.
A total amount of Rs.18.43 crore was sanctioned under NLCPR during the financial year 2007 for construction of the bridge, out of which Rs.14.66 crore have already been spent.
Eight and half years have passed but till date the bridge has not been completed, not even a single pillar or anchor block is raised, the society rued in its memorandum submitted to the Siang district deputy commissioner on May 16.
The society urged the DC to recommend to the government for constitution of an SIT to enquire the whole matters or else instruct concerned department to gear up their resources for early completion of Nugong bridge with additional fund allocation. It threatened to launch rigorous democratic movement including boycott of election in the coming days if its demand is not fulfilled at the earliest.
Nugong Banggo area consists of 8 villages under Pangin circle of Siang district. Located at the left bank of mighty Siang river, the area remains cut off from the rest of the world due to lack of road communication.
ATA seeks grace period for Engg wing
ITANAGAR, May 18: After the State government has issued an order regarding closure of engineering wings of all non work departments, Arunachal Teachers’ Association (ATA) has sought grace period for the Engineering Wing of the Education Department until completion of various ongoing projects.
ATA in a letter to the Education Minister stated that the Engineering Wing in the Department of Education is sincerely executing the civil construction works under various centrally sponsored schemes and project for education, such as NEC, NLCPR, RMSA, RUSA and others at different districts of Arunachal Pradesh. Moreover, the Engineering Wing of Education department has undertaken ambitious and most anticipated project “Sikshak Bhawan” of teaching community which is under progress since 2015.
However, such closure order against engineering wing would adversely affect progress of the ongoing Sikshak Bhawan and other projects of the education department, ATA said.
APTOA calls on DoNER secy
ITANAGAR, May 18: The members of Arunachal Pradesh Tour Operators Association (APTOA) led by its president John Panye and General Secretary Duyu Tamo called on Secretary, DoNER Naveen Verma at a city hotel here on Wednesday and submitted a five points memorandum regarding development of tourism industry in Arunachal Pradesh.
The memorandum appealed for opening of Tirap-Changlang-Longding tourist circuit, funding of minimum Rs.50 lakh as subsidy to establish tourism infrastructures, like mini resort, eco-camp to functional tour operators through NEDFi or other banking agencies, allocation of fund to organize tourism road shows within Nepal, Bhutan, Myanmar, Thailand to showcase and promote the tourism potentials of Arunachal Pradesh, identification of trekking routes, water sports and mountain peaks and early operation of Advance Landing Grounds (ALGs) for both civil people and tourists.

Training prog for rural women on agro-based industry
YUPIA, May 18: Papum Pare district ICDS Cell, Yupia in collaboration with the Department of Textile & Handicraft on Tuesday conducted awareness cum training programme for rural women on agro-based, cottage industry and innovative activities at Weaving Training Hall Yupia.
The participants were trained on making and weaving Galle, curtain clothes and loin looms etc by resource person Leiki Chojom, Development Officer.
Development Officer (Sericulture) Takom Talom imparted training on making and productions of Silk Yarn out of four varieties of worms namely, Eri Silk Worm, Mulberry Silk Worm, Muga Silk Worm and Oak Tsar Silk Worm and their food habits. They eat fresh Castor and Kesseru leaves, which are locally available, he said.
He also explained them about economic benefits of sericulture.
Assistant Director, Textile and Handicraft TC Kapa urged all the participants to acquire the required knowledge and skill from resource persons and set up their own small scale industries become self-reliant in the male dominated society like ours.

Create posts in PHE &WS dept, demands union
ITANAGAR, May 18: All Arunachal Pradesh Public Health Engineering and Water Supply Department Workers’ Union (AAPPHE&WSDWU) has demanded creation of posts in various disciplines in the current financial year for smooth function of the department and in greater interest departmental casual labourers.
In a representation to the Chief Minister, the Union said that the department is facing lot of problem, particularly in rainy reason, due to shortage of workforce in various districts, circles and sub-division. Since 1998, no post has been created in the department to increase workforce and the most of the lower grade staff who were appointed earlier had either retired or passed away.
The posts that the Union has demanded for creation included for Mason, Mazdoor, Plumber, driver, computer operator, carpenter, surveyor, blaster, lab assistant, sweeper, rig helper, rig operator, revenue collector, cook and jugali etc.

DMO inaugurates Health Sub-Centre at Darka village
AALO, May 18: District Medical Officer Dr. Marbom Basar on Wednesday inaugurated a Health Sub-Centre at Darka fulfilling a long-pending demand of people of the village.
Dr. Basar after inaugurating the health sub-centre assured to make it functional within a week by appointing few staff, medicines and other equipments.
Responding to the demand for upgrading the health sub-centre to PHC in the later stage, Dr. Basar said that the health centre has to fulfill some certain criteria, like record on functioning, registration of patients, treatments etc for converting it to PHC. Besides, there will also land requirement for establishment of the PHC and people have to donate land for it so that the matter can be recommended to the government for early consideration.
The HGB of the village said that the villagers are ready to give the required land and urged the DMO to expedite the process for construction of the permanent sub-centre in an appropriate location as well as its up-gradation to PHC considering the genuine need of the village.
Drug Inspector Ibom Ete, who came from Itanagar to supervise the construction of the health sub-centre on self help basis, lauded the GBs and youth of the village for their keen participation and contribution.
Darka with around 7000 population is the largest village of West Siang district in terms of population.

12Bn NDRF conducts prog on disaster preparedness
PASIGHAT, May 18: The 12th Battalion of National Disaster Response Force (NDRF) conducted a disaster preparedness programme in the conference hall of the East Siang Deputy Commissioner here on Wednesday.
The NDRF team led by Assistant Commandant Deepak Kumar demonstrated knowledge of disaster risk management and preparedness, including evacuation and rescue operation, dos and don’ts on earthquake and other natural and man-made disasters through PowerPoint as well as practical demonstration.
Deputy Commissioner Isha Khosla was also present during the demonstration and hoped the training will help the people stay calm and what to do when disaster occurs.
The NDRF team is currently conducting a 15 days disaster preparedness campaign in entire East Siang district. DIPRO
Colony dwellers repair drains on self help basis

DAPORIJO, May 16: The dwellers of DST Officer Colony without waiting for government help and assistance repaired the drains within their colony on self-help basis.
They also thoroughly cleaned the garbage and roadside weeds in the colony.
Such social service would be conducted on regular intervals to keep the colony clean and hygienic, said Tayo Soki, who led the social service.

Shift Hanuman temple from busy market area: ACS
ITANAGAR, May 18: Arunachal Civil Society (ACS) appealed to the State Government to shift the Hanuman Temple situated in the heart of Itanagar town to a serene place by allotting sufficient land for it.
Unlike many temples, churches, mosques and other holy places of worship in the Twin Capital, the temple is situated in an unsuitable place and in the middle of a busy market area, ACS said in a release.
Clarifying that ACS is not making this appeal with an intention to hurt the sentiment of the followers, ACS chairman Patey Tayum opined that the Government can use the land for various developmental projects, if the temple is shifted. It would also facilitate further widening of the road, he said.

Be the partner in developmental process
The local residents recently carried out repairing of Nyorak-Nikte road on self help
basis. The 24KM stretch of road from Bame to Wak-Yomcha under West Siang district
was repaired with the contribution of local people including politicians, officers
and public. Likewise in Daporijo, the local residents repaired drain on their own.
They did not wait for the government agencies to come forward and help them.
People of Arunachal should take inspiration from above mentioned reports. Too much
dependency on government for fund is one of the main reasons for underdevelopment
of the state. Citizens often forget their own duty and look upto government for every
little thing. On many occasion they create obstacle in the path of development in
lure of short-term gain. For example the major portion of work under Trans-Arunachal
highway has not started due to huge compensation claim. This attitude has to change
if Arunachal has to develop. If citizens do not extend helping hand to the government
no developmental activities can be carried out. The time has come for the people
of Arunachal to contribute their bit in the developmental process.

General awareness on cyber security
Dear Editor,
Through the columns of your esteemed daily, I want to draw attention of general public
towards the use of Internet in Cyber Café. Many a times we visit cafes or computer
centres meant for common public. But have we ever thought of the repercussions or
the risk we face while using such computer ?
It is very easy to find an Internet café along the streets in capital complex but
often the café-security is overlooked. This Internet-cafés are no doubt helping us
in may ways like online ticket booking, bill payment, on-line application for admission
in various institutions etc., However, since Internet cafe's are public by nature
we are extremely vulnerable to being hacked. When we're on a public network, its
like being on the internet without being protected.
The risks that we should be cautious of are as follows.
Keyloggers: It may simply be defined as a software/hardware that captures all keystrokes
that we type in. Now, suppose we have an email account and we log into it, the keylogger
records your username and password. And the person with bad intention (termed as
hacker) can use the details for his benefit. And mind it, a person who can get your
confidential data in unethical manner is also wise enough to use it.
Safety Measure: Hardware Keyloggers can be avoided by using Virtual Keyboards (given
in Bank Websites) while entering Login Details. Ask the café owner for if you observe
any unknown USB device in your CPU.
Network sniffing software: It is a simple software. When it is installed in a system
in café, a hacker can read all the data packets sent/received from the computer in
café.
Safety Measure: A safe website is one which encrypts login/ critical data while transferring,
however the content of e-mails are not encrypted. So, one should avoid writing highly
Confidential/Login details over a document or email which when sniffed by hacker
can put one on verge of security compromise.
Phishing Scams: Here a user is fooled to login to a fake website which is identical
to a real website and hence the login credentials are compromised.
Safety Measure: Use of an up to date version of browser is recommended to avoid the
danger of Phishing Scam. Also, an eye on address of website at each click is advised.
Shoulder Surfing: Here the security is compromised when someone watches you whilst
logging into websites.
Safety Measure: Nothing technical here, one just has to be aware of the persons around
you while entering login details just like when you enter PIN at an ATM kiosk.
Some Other General Safety Measures are given under:
1. If you are in habit of saving your documents in email, archive the documents and
encrypt the documents with a password. In this way, even if the e-mail is compromised,
the hacker won't be able to unlock the sensitive information.
2. Close down your browser when you leave the café. Clear the cookies, browser history.
Also it is better to user INCOGNITO (private) mode of browser.
3. Give preference to Internet Cafe's where the machines appear to be locked down
where you can't install any additional software or you are not able to access administrative
panels.
4. Never click on the 'save password' or 'remember me' options if prompted by websites
Further, talking about Cybercrime, it is emerging as a serious threat for the state
and nation as a whole. Worldwide, governments, police departments and intelligence
units have started to react and hence the cyber owners should be vigilant about the
security issues. Café owner should know about the social/legal risks involved in
running a cyber café. A log of the visitors with proper identification should be
maintained because no one can say what the visitors can do using the Internet. This
business has inherent legal risks because cyber café is a network provider under
the Indian IT law. The cyber cafe is an intermediary between netizens and the Internet.
With many past cases in India, it is well known that most of the terrorism acts or
antinational/illegal acts are performed by using cafes only. A café owner should
be vigilant about the security and inform police for if any unethical activity is
observed.
Having said all thes, have we citizens or more appropriately netizens in the said
context, ever thought upon the repercussions of the risk we face in the Café without
proper Infrastructure for our data security? And most importantly the million dollar
question is "Does it really matter to anyone"?
Through this note, I request all the Internet Users using any Public Internet Access
to be aware of the data security and also the Internet Providers to provide the service
as per Cyber Security Standards.

Aalo -Basar road needs urgent attention

Through the columns of your esteemed daily, I would like to highlight the common
problems of the commuters in West Siang district.
Many of the top bureaucrats and technocrats who are running the show in the state
are from West Siang district. But, ironically, the road from Likabali to Aalo, particularly,
the road stretch from Basar to Aalo is in the worst condition for ages. This must
be the only motorable district headquarter road that takes 3 hours to complete the
journey.
There were dharnas, bandh calls and what not, but said road is going from bad to
worst. Even the numerous notifications from the district administration failed to
bring any road improvement.
The condition of roads in Aalo town is not better than any other roads in the district.
The potholes on township road, including main market appear more like fish ponds
than anything else.
Therefore, through this daily, I would like to request the concerned authority and
also bureaucrats and technocrats from West Siang district to do something for improvement
of Aalo - Basar road and Aalo township road so that people of the area do not suffer.

Ensure quality road works
Dear Editor,
Through the columns of your esteemed daily I would like to draw the attention of
higher authorities towards poor quality road maintenance.
Every year, the road maintenance from Vivek Vihar Traffic junction to DNG College
is being carried out but it does not last for a month due to poor quality of work.
At present road black topping or re-carpeting work is carried out from Vivek Vihar
traffic point. But the quality of work is very poor and it seems that it will not
last even for a month.
Therefore, I earnestly request the executing agency, concern department, local councillor
and contractor to see that work quality is not compromised.

It is time to take serious action against deadly pest
Dear Editor,
Several national as well as international reports pointed out that rodent menace
(predominantly rats and mice) is impacting both urban and rural India. It is important
to note that such relentless breeding and population explosion of rats and mice is
an immediate threat to both urban and rural India. The foundation of several bridges
and other heavy construction sites seem to have been seriously challenged by rodent
burrows and there is also a high danger of contraction of bacterial and viral diseases
to humans and domestic animals through rodent fur, droppings and bites. Furthermore,
a significant portion of the national agricultural produce is being devoured and
damaged by the rodents both in case of standing crops as well as stored grains. Hence,
the rodent population of India has transformed into a significant pest and unless
taken into serious consideration now could result in serious consequences for the
future.
In the urban areas, the emergence of open vats and indiscriminate littering has
established a strong rodent population due to bounty of easy food. The poorly maintained
and rarely inspected underground sewage system has also provided them with an excellent
breeding and nesting spot resulting in exponential rise of the menacing rodent population.
In the rural region however, due to serious damages to local ecosystems large number
of local predators of the rodents like rats and mice have been largely removed like
different species of raptors, snakes, wild cats, civets, mongoose fox, jackal and
other helpful animals. With expansion of agriculture, local forests have been repeatedly
encroached and species thriving on rodents being largely removed or limited in number.
As a consequence, the rodent population have also exploded in the rural areas in
absence of natural predators.
It is time now to take serious action against this deadly pest. The indiscriminate
littering in the cities and towns and the open vats need to be changed and domestic
wastes must be disposed in close vats or sealed containers to restrict rodent access
to easy food sources. The local ecosystem needs to be seriously protected to allow
predators to naturally control the rodent population where applicable. Yearly drive
in rat control by using poisonous gases, baits, traps etc need to be encouraged.
India has a number of indigenous communities who have the traditional knowledge in
capturing rats like the famous Irula tribe of Tamil Nadu and Kerala. Such community
members should be trained and educated and employed by concerned agencies in controlling
exploding rodent numbers using their traditional expertise empowered by modern training.
Overall a multi-fold approach is essential to keep the rodent number under control
to avoid serious consequences in the future.
